Chapter 1 - Coronation
"I, Vitus, assume authority as King of Konkan. I will to the best of my ability preserve, protect and defend Konkan and devote myself to its rule and well-being. I will uphold the sovereignty and integrity of Konkan. I will to the best of my ability, knowledge and judgment, faithfully and conscientiously discharge my functions and do right to all manner of people in accordance with the law without fear or favour, affection or ill-will."

Vitus walked into the hall and sat on the chair. Francis Xavier, Archbishop of Goa and Patriarch of East Indies, anointed him.

Vitus entered the coronation hall, his mantle held by eight persons, and sat on the throne. Francis Xavier placed the crown on the head of Vitus and said "I crown you, Vitus, King of Konkan. May you have the wisdom and courage to know and do what is right. May you be filled with faith, hope, love, prudence, temperance, fortitude and justice."

Chancellor presented the sword to Vitus. Chamberlain presented the sceptre. Dean presented the orb.

Vitus went to the ground. The army gave him 101 gun salute. Parade followed.

Vitus addressed the nation.

"People of Konkan, today a new age has begun. We Konknnis have formed a nation. All Konknni speaking people are united. It is like the unification of Germany or Italy.

Konknni is the official language of Konkan.

The flag of Konkan is of red, blue and yellow colours. Lion is the national animal. Blue whale is the national aquatic animal. Eagle is the national bird. Red rose is the national flower.

Death is stopping of heart beat. No organ should be removed before that.

Population is you and me. It is for the couples to decide how many children they should have.

Free to air channels may show adult films between 11.00 p.m. to 4.00 a.m. Pay channels may show adult films any time.

Sport is not war minus shooting. TV channels should not exaggerate.

Reality shows that endangered the lives of participants are banned.

TV programmes have to be decent. Being foul mouthed, abusive and cantankerous is banned.

Marriage is not a joke. No selection of groom or bride on TV.

For gameshows all who answer correctly must be given a chance or prize. No selection by lottery.

Income Tax exemption limit is same for all.

Income Tax will be reduced by 1% per year and after 30 years there will be no Income Tax.

Profession Tax is abolished.

Service Tax, Turnover Tax, Gift Tax, Value Added Tax, Capital Gains Tax, Entertainment Tax, Minimum Alternate Tax, Property Tax, Wealth Tax, Works Contract Tax and other taxes will be reduced by 1% per year.

Octroi is abolished.

Judges shall not grant adjournments. All witnesses present must be asked to testify and examined the same day. All evidence presented must be examined the same day. If the trial is not over by midnight it shall continue till it is over and judgment is delivered.

Judges of higher judiciary must see that appeals are filed within the period given. No condonation of delays in filing appeals. Nowadays delays up to 100 days are condoned routinely and delays up to a year or more are also condoned. This must stop.

There is no parole.

No early release of prisoners for good behaviour. For bad behaviour prison stay will be extended.

Ragging will result in imprisonment.

No negotiation with abductors, hijackers, kidnappers, pirates, terrorists and other criminals.

If any hijacked plane lands in Konkan its tyres must be punctured immediately. If any plane is hijacked during flight it should not be allowed to leave Konkan air space.

No use of public interest litigation for publicity interest litigation, private interest litigation or political interest litigation.

We will use solar, wind and tidal power.

No reclamation of land from sea because sea reclaims land somewhere else.

No reservation in jobs and institutions in government departments and institutions on the basis of tribe or class. No backward class.

No reservation in city buses on the basis of sex.

No subsidy.

We will take steps to protect environment and forests. Area covering roots of trees shall not be asphalted.

All new buildings should have solar or wind power and rain water harvesting.

Punishment will be proportionate to the crime or deterrent and consecutive.

Life imprisonment means the convict will be in prison for life that means till death.

If the punishment is 50 years imprisonment or more every 50 years imprisonment can be converted into one death penalty.

Highway or train robbery is punishable with 50 years imprisonment.

Murder, attempted murder, abduction, kidnapping, acid throwing, character assassination and such high crimes are punishable with death.

We shall evolve a system of justice where no innocent person will be punished and no guilty person will escape.

Castration is the proper punishment for rape. In case of two or more rapes subsequent rapes will invite 25 years imprisonment each which will be 50 years imprisonment in case of policeman or someone expected to protect the woman.

We have to progress by hard work, merit and strength. We have to use our talents for our betterment. In this country everyone will have enough to eat and drink, wear and reside. Justice and equality will prevail.

Monogamy is the rule. Life imprisonment is the punishment for bigamy.

Men and women are biologically and physiologically different. Equality does not mean identity. It does not mean women should be in combat positions in defence forces.

Women need not change their surnames when they marry or add their husband's surname to their surname. That is equality of men and women.

Students who answer correctly deserve full marks. In science and maths students are given full marks. In many other subjects students are not given full marks when they answer correctly. If there is an essay of 20 marks and a student has written correctly full marks are not given. Similarly in history and political science full marks are not given. This is wrong. Those who deserve full marks should be given full marks.

Civil and criminal laws will be same for all. Konkan is not a nominally free country which claims to be free with equality and justice but has different laws for different people. Konkan is truly a free country."
